Ninth Street NE Reconstruction

Project Background

An extensive transportation study of the 9th Street corridor was conducted in 2019 through the Fargo-Moorhead Metropolitan Council of Governments (MetroCOG). The study identified the reconstruction and urbanization of 9th Street NE from Main Avenue to 12th Avenue NE as a high priority for the FM metro.

Project Scope

This project consists of the reconstruction and urbanization of 9th Street NE between Main Avenue E. and 12th Avenue E., including:

  • Three lanes of road with center turn lanes
  • Pedestrian facilities, like sidewalks, bike paths or multi-use paths
  • Street lighting
  • Railroad crossing upgrades
  • Stormwater drainage and other City utility modifications

Project Funding

The cost is currently estimated at $10.5 million. Funding sources are anticipated to be:

  • $7.52 million North Dakota Department of Transportation Urban Roads Program grant 
  • Capital improvement sales tax
  • Special assessments

  • Phase 2: Preliminary Engineering and Environmental Documentation
  • Phase 3: Final Design

Construction

  • Tentatively Scheduled to Bid: Nov. 8, 2024
  • Construction Season: 2025

Public Input Open House

The Public Input Open House is an opportunity for the public to provide feedback and input on the upcoming project. Representatives from the City of West Fargo and the project’s engineering consultant team, Houston Engineering, will be on hand to answer questions and discuss concerns.

Business Workshop - Completed

Businesses impacted by the 2025 9th Street NE Reconstruction are invited to attend the business workshop to provide feedback and input on the upcoming project. Representatives from the City of West Fargo and the project’s engineering consultant team, Houston Engineering, will be on hand to answer questions and discuss concerns.

Walking Workshops - Completed

Time: 10:30 a.m. - Noon Tuesday, Nov. 22, 2022

Starting Point: Southwest corner of 9th Street E. and Main Avenue E.

Targeted for businesses and landowners, this session will focus on obtaining feedback and input on 9th Street NE and connections to nearby destinations, including businesses along the route, and transit connections to destinations in other parts of town. (Full event invite PDF)

Time: 3 - 4:30 p.m. Tuesday, Nov. 22, 2022

Starting Point: Southeast corner of 9th Street E. and 7th Avenue E. (in the grassy area by the "West Fargo Packers" sign)
